# What should a ticketing company consider before entering a new country?

> Commercial, payments, operational and compliance checks for ticketing expansion.

**Before entering a new country, a ticketing company needs to test whether its sales model works locally—not just whether its website loads there.** The launch depends on payment acceptance, seller and merchant arrangements, tax, customer language, ticket regulations, support availability and the ability to operate the event on the ground.

## What should be checked first?

| Workstream | Decision before launch |
| ------------------------ | ----------------------------------------------------------------------- |
| **Commercial** | Who sells the ticket and contracts with the organiser? |
| **Payments** | Which legal entity, processor and local methods can charge customers? |
| **Financial** | How are refunds, tax invoices, settlement and FX reconciled? |
| **Consumer rules** | Which pricing, refund and ticket-holder disclosures apply? |
| **Ticketing operations** | What inventory, seat maps, validation and identity checks are required? |
| **Data** | Where is personal data processed and on what legal basis? |
| **Support** | Who responds to buyers and operators during event-local hours? |

## How should the first rollout work?

Select a representative event with manageable volume and a local operational partner. Prove a genuine purchase and refund in the intended currency, test delivery, mobile wallet or scanner admission, then settle the order and reconcile it. An internationalisation feature flag is not evidence of market readiness.

## Which rules commonly change?

Mandatory fee disclosure, tax invoicing, personal-data transfers, named-attendee tickets, resale restrictions and consumer rights can differ by country or subnational jurisdiction. Don't extrapolate a rule for a country from one market launch. Legal applicability also depends on the type of event and seller arrangement.

## How should expansion be phased?

Start with known event formats and explicitly documented exceptions. Require owner approval of local payment/refund flows and tickets at the door before widening to multiple venues. Track conversion, declines, entry exceptions and customer contacts by event and market rather than pooling all international performance.

**Example:** A platform that has proved festival ticketing in one country may still need new local payment rails and stronger reserved-seat workflows before supporting theatres in another. Expansion is a matrix of market and event-type requirements.

## How do you decide whether to build or configure?

Separate the core inventory/order engine from reusable market adapters, legally required customisation and operator preferences. Document gaps by commercial impact and regulatory importance; avoid claiming all country requirements are solved by a single vendor. This page is a launch checklist rather than legal advice.
