**Ticket buyers should be asked to verify identity only when an event, transaction, access rule or law provides a clear reason. The level of verification should be proportionate to the risk and should avoid collecting identification data unnecessarily.**

## Identity is not a single step

An email verification confirms control of an address, not a person's legal identity. Payment authentication helps validate the payer or payment instrument. A ticket-holder name records a claim about who will attend, while checking a government ID at entry is a much stronger intervention. These mechanisms solve different problems.

## Situations that may warrant verification

Identity controls may be necessary for legally mandated named tickets, age-restricted admissions, accredited access, fraud investigations or eligibility-based offers. The operator should establish which rule applies in each market instead of assuming a global requirement.

| Objective | Possible control | Limitation |
| ---------------------------- | ----------------------------------------- | ---------------------------------------------- |
| **Deliver tickets securely** | Account or email confirmation | Not proof of legal identity |
| **Reduce payment abuse** | Processor authentication and fraud checks | Does not establish attendee identity |
| **Enforce named admission** | Named ticket plus applicable entry checks | Requires clear corrections and transfer policy |
| **Enforce member priority** | Account-linked entitlement | May not require collecting ID documents |

## How can verification harm conversion?

Requiring identity documents for routine low-risk tickets can introduce privacy exposure, accessibility barriers and customer-service work. Conversely, under-verifying a high-risk or legally restricted event can lead to invalid admissions. Make the rule visible before payment, offer reasonable alternatives where appropriate and retain only what is needed.

## What should operators test?

Check whether name corrections, refunds, companions, minors and ticket transfers work with the chosen rule. Document retention, access controls, jurisdiction-specific obligations and who makes a final decision when a customer cannot complete verification.

## Choose the least intrusive check that meets the objective

Identity checks should be proportionate to a clear requirement such as legal age, fraud prevention, restricted membership access or named-entry policy. Requiring government identification from every buyer can increase abandonment and the handling of sensitive records without necessarily improving security. If an event only needs proof of an active membership, a scoped entitlement check may be more appropriate than collecting an identity document. Specify when verification occurs, how exceptions and accessibility needs are handled, whether data is stored and how long it is retained. Distinguish validating the purchaser from validating the person who attends.
